English Debate Contest
I. Objective: The English Debate Contest aims to enhance students’ critical thinking, organizing, and research ability as well as to cultivate an open mind and a healthy attitude towards different opinions.
II. Date of Contest: May 21st, 2011
III. Time of Registration: Now till May 1st, 2011
IV. Venue: (Main campus of NTNU) Cheng Building, Clasrooms304,305,306,307,401,402

IX. Contestants: Students from National Taiwan Normal University, National Taiwan University of Science and Technology, and Ming Chuan University. (International students are also welcomed.)
X. Rules and Regulations:
A. Each team contains four debaters. These 4 debaters will then be grouped into two sub-teams with 2 debaters on each sub-team. These two sub-teams will debate as affirmative and negative respectively in two different debates with opponents from two different teams. In the international student team, all four debaters have to be international students.
B. Each debate round will last for 48 minutes. The sequence and length of the speech and cross-examination are as follows:
1. First Affirmative Constructive Speech (6 min.)
2. Second Negative Cross-Examination of First Affirmative (4 min.)
3. First Negative Constructive Speech (6 min.)
4. First Affirmative Cross-Examination of First Negative (4 min.)
4. First Affirmative Cross-Examination of First Negative (4 min.)
5. Second Affirmative constructive speech (6 min.)
6. First Negative Cross-Examination of Second Affirmative (4 min.)
7. Second Negative constructive speech (6 min.)
7. Second Negative constructive speech (6 min.)
8. Second Affirmative Cross-Examination of Second Negative (4 min.)
9. Prep Time 4 minutes (On the schedule, we arrange it as 5 minutes)
10. Rebuttal by Second Negative (4 min.)
11. Rebuttal by Second Affirmative (4 min.)

C. The pair-up list will be decided by a draw conducted by the organizing committee and announced a day before the contest.
D. Each match is referred by two judges.
E. Debaters can use a dictionary and printed materials (notes, paper, evidence cards, etc) during the debate.
F. Time Keeping: The timekeeper will raise time cards to indicate the time left on the clock.
During the constructive speech, the timekeeper shows time-remaining cards of “2 min,” “1 min” and “30 sec.”
During the cross-examination, the timekeeper raises time-remaining cards of “1 min” and “30 sec.”
During the rebuttal speech, the timekeeper raises time-remaining cards of “2 min,” “1 min” and “30 sec.”
When time’s up and for every ten seconds after that, the timekeeper will ring the bell once. Contestants have to step off the stage thirty seconds after the first bell rings. For every additional ten seconds, there is one individual point deduction. During any team’s constructive speech, cross examination or rebuttal speech, contestants should proceed once the timekeeper rings the bell. For every ten-second delay, there is one individual point deduction.
G. There will be a small workshop at Cheng Building Classroom 301 after the award ceremony. Some judges will meet up with the contestants and audience to discuss general issues on policy debate.
XI. Awards
Group Awards and Prizes: The winning sub-team will earn one point for its team. The team that gets two points will be the winner of the competition and awarded with a champion certificate. Among the winning teams, those that have the two highest sum total of individual scores will also be awarded a cash prize of NT$10000. The team that gets one or zero point will be awarded with a participation certificate.
Individual Awards and Prizes: From the winning teams, debaters that got the two highest individual scores will each receive the Best Debater Award certificate and a cash prize of NT$3000. Among the teams that score one point, debaters that got the two highest individual scores will each receive the Debater with the Most Potential Award and a cash prize of NT$1000.
XII. Debate Topic: The Death Penalty should be abolished in Taiwan.
